How International Students Can Get Permanent Residence in Finland in 2026

If you’re an international student looking to study and build your future in Finland, the new 2026 immigration reforms have introduced a clearer, more structured process for obtaining Permanent Residence (PR), offering three distinct pathways designed to support long‑term success in Finland.

 Pathway 1: Permanent Residence After 6 Years

You qualify for a Finnish PR permit after 6 years of residence if:

  • You have lived in Finland for at least 6 years on a continuous residence permit (A permit) or Brexit permit.
  • You have 2 years of work experience in Finland.
  • You have satisfactory Finnish or Swedish language skills.
  • If you are 65 or older, language requirements do not apply

Pathway 2: Permanent Residence After 4 Years

You can qualify after 4 years in Finland under an A permit if you meet one of the following:

High‑Income Route

  • Earn over €40,000 annually.
  • No language or work‑experience requirement.

Recognised Degree Route

  • Hold a master’s, licentiate, or doctoral degree completed abroad but recognised in Finland, plus 2 years of Finnish work experience.
